PHOENIX -- Luci's Healthy Marketplace is empty, except for a tangle of power cords on the floor, a few empty freezers and a handful of workers taking measurements. Outside, a huge crane is getting ready to install new signs.
To an outsider, it would appear that the market is preparing for its grand opening.
In fact, Luci's is beginning its second arduous restoration process - this time because of the recent fire that gutted Richardson's restaurant and damaged the 3-month old market at Bethany Home Road and 16th Street.
